SummaryThis position leads the Balance of Plant (BOP) supply chain management team in the given project and ensures fulfilment of Sourcing commitments towards the project. The Project Procurement Manager (PPM) reports to the BOP Sourcing leader, and supports the Project Manager (PM)/Project Director (PD) as the main point of contact in the project for all matters related to procurement.Job DescriptionRoles and ResponsibilitiesResponsible for all supply chain management activities within his/her project for all BOP equipment and spare parts. This results in the preparation & application of common approach such as but not limited to defining and applying of the contract requirements within the project (i.e. sourcing restrictions; financing restrictions etc.) for BOP.Coordinates on- and offshore procurement activities including turnkey sub-contracts.Develops Engineering Procurement Plan (EPP) and project-specific sourcing concept for each assigned projectIn close collaboration with the Project Engineering Manager (PEM) and PM, reviews and updates the purchasing strategy (i.e. top ten list, EPP) and the project specific sourcing concept (procurement concept)Verifies budget with Project Finance Manager and resolves budget allocation discrepanciesExecutes large commercial transactions through supplier negotiation and competitive bidding in accordance with GE Vernova purchase policiesComments on baseline project schedule and works closely with project scheduler throughout the project to optimize procurement activitiesUnderstands the commercial part of the EPC contract and issues the project related purchasing conditions (PRPC) accordinglyEnsures that suppliers meet all contractual requirements related to documentation including shipping documents, end of manufacturing reports, certificatesEnsures that supplier quality / expediting has established the supplier monitoring-conceptResponsible for ERP rollout and necessary vendor extensions for the legal entity which will be used for PO issuance based on contractual legal chartUpdates vendor list and ensures client's approval in close collaboration with project engineering manager (PEM) and the Project Director (PD)Controls timely issuance of the purchase orders within budgetSupports Contract Manager and ensures vendor recovery as neededSupports Buyer in invoices release, warranty and bonds management, as well as in the most prominent order negotiations (high value; critical contract set-up) when and if requiredParticipates in weekly meetings with the project quality manager, PEM, lead engineers, scheduler and PM/PD to review procurement progress and generates the weekly PO progress review minutes of meetingEnsures compliance with the quality and EHS rules from the project, business, sector and corporate within the project for Balance of Plant productsInitial contact for all commercial, legal, administrative and organizational plant procurement issues, however limited to the mechanical & electrical BoP of the project assigned to him/her related to supply chain managementPrimary owner for the following KPIs: Project EAC (cost estimate at completion), OTD (on time delivery)Tracks complete and on-time delivery of the technical specifications in collaboration with the PEM Required QualificationsBachelor's degree from an accredited university or college7 years experience in manufacturing, operations, supply chain or project managementAbility and willingness to travel 20% of the time, as requiredStrong analytical project management and organizational skillsStrong oral and written communication skillsStrong interpersonal and leadership skillsDesired CharacteristicsMaster's degree or graduate of one of the GE Vernova functional development programsStrong business, commercial and financial acumenAbility to work under tight deadlines and to prioritize under pressureStrategic thinker with the ability to create and execute concrete action plansStrong interpersonal and leadership skillsThe base pay range for this position is $108K - $120K USD. The specific pay offered may be influenced by a variety of factors, including the candidate's experience, education, and skill set. This position is also eligible for bonuses, such as a performance bonus/variable incentive compensation/equity.
