Join our dynamic team as a Government Purchasing/Procurement Specialist and become a vital partner to our organization’s mission - Equipped to Deliver, Built to Serve. In this role, you will lead the end-to-end procurement process, manage vendor and buyer relationships, and ensure adherence to state and federal regulations and legal standards. Your expertise will drive strategic sourcing initiatives, streamline contract management, and support business development efforts—all while maintaining rigorous compliance and record-keeping standards. We are seeking a leader and a professional who can manage this division of our company with a lot of support but very little supervision. This is a performance based opportunity that offers the right person the ability to make much more than posted in the compensation range above.

Responsibilities

  • Manage the full procurement lifecycle, including sourcing, vendor selection, contract negotiation, and purchase order issuance using systems like BidBuy and CRM's.
  • Develop and maintain strong vendor relationships through effective vendor management strategies, ensuring quality service delivery and cost efficiency.
  • Ensure compliance with all applicable laws and regulations by conducting thorough document review and managing records in accordance with records management protocols.
  • Negotiate pricing, terms, and conditions to secure favorable agreements while managing risk through diligent contract review and change management processes.

Experience

  • Proven experience in procurement or purchasing with the state of Illinois.
  • Must understand the pathway to obtaining and bidding on Master Contracts for the State of Illinois.
  • Strong background in vendor management, contract negotiation, and contract management across diverse procurement projects.
  • Demonstrated ability to manage a CRM.
  • Skilled in research, strategic planning, proposal writing, pricing analysis, and technical writing to support procurement decisions.
  • Experience in contractor management and familiarity with compliance management practices are essential for success in this role.
  • Excellent negotiation skills coupled with the ability to review complex documents critically to mitigate risks and ensure contractual clarity. This role is perfect for a motivated professional.
